Chapter A-General Administration,
Article IV – Boards, Committees and Commissions

Section 7.1 B - Membership.  The Board shall consist of (1) four (4) members appointed by the Council and residing in the Village, and (2) one (1) member appointed by the Board of Commissioners upon the recommendation of the Council, who shall reside in the ETJ.

Powers and Duties  
Section 7.1 D - Powers and Duties. The Planning Board shall: Upon request of Council, the Manager or upon its own initiative, make studies and recommend to the Council plans, goals and objectives relating to the growth, development and redevelopment of the Village and the ETJ. 

Upon request of Council, the Manager or upon its own initiative, develop and recommend to the Council policies, zoning and land use ordinances, administrative procedures and other means for carrying out plans in a coordinated and efficient manner. 
Make recommendations to the Council concerning land uses, land development ordinance text amendments and zoning map changes.
Perform other duties as assigned by Council.

Conflicts of Interest

Section 7.1.E - Conflicts of Interest. Members of the PZ Board shall not vote on recommendations regarding any zoning map or text amendment where the outcome of the matter being considered is reasonably likely to have a direct, substantial, and readily identifiable financial impact on the member. A member of the PZ Board shall not vote on any zoning amendment if the landowner of the property subject to a rezoning petition or the applicant for a text amendment is a person with whom the member has a close familiar, business or other associational relationship. A member of the PZ Board shall not participate in or vote on any quasi-judicial matter in a manner that would violate affected persons’ constitutional rights to an impartial decision maker. Impermissible conflicts include, but are not limited to, a member having a fixed opinion prior to hearing the matter that is not susceptible to change, undisclosed ex-parte communications, a close familial, business or other associational relationship with an affected person, or a financial interest in the outcome of the matter. If an objection is raised as to a member’s participation and that member does not recuse himself or herself, the remaining members shall by majority vote rule on the objection. 

The PZ Board meets at 4:30 PM on the third Wednesday of each month at the Village Hall. The meetings are open to the public.

The objective of the Planning and Zoning Board is to maintain and perpetuate the traditional way of life in Whispering Pines as a desirable residential and recreational community. To meet this objective, the board conducts studies, develops plans and makes recommendations to the Village Council that will ensure well managed growth, development and redevelopment within the Village and its ETJ.
